The House received a communication from Brittany Seabury, District Director for U.S. Representative John Abney Culberson. Pursuant to Rule VIII of the Rules of the House of Representatives, Ms. Seabury notified the House that she had been served with a deposition subpoena for documents and testimony by the U.S. District Court for the Southern District of Texas to appear as a witness in a pending civil lawsuit. After consultation with the Office of General Counsel, she had determined that compliance with the subpoena is inconsistent with the precedents and privileges of the House.
